Sean Tice

BIO:
Sean Tice moved to St Johns County in 1991 and began his Law Enforcement Career in 1993. Sean has a degree from Liberty University and during his time with the Sheriff’s Office, he has served our community in numerous ways. The largest portion of Sean’s service was in criminal investigations; however, he spent time as a youth resource deputy in elementary, middle and high schools. Sean also served our community as a member of PAL in 1998 under one-time Executive Director, Mike Dillyon. Sean retired in 2022 from Major Crimes as a SGT, only to return ten months later as a YRD. Sean was assigned to Pacetti bay Middle School prior to his selection as the Executive Director of PAL.
Bryan Richmond

Corporal Bryan Richmond started his Law Enforcement career in 2011 and has held the following positions within the Sheriff’s Office: Patrol Deputy, District Detective, Corporal on Patrol, Corporal in Youth Services Unit and currently assigned to St Johns Police Athletic League. Having spent four years working in the schools within St Johns County he has dedicated his time to working with our youth and continues that role for PAL. When not at work, Cpl. Richmond spends his time with wife and their two children. They are both from Arkansas and go back home often to see family.
Kermit Kidder Deputy

Kermit started his career at the St. Johns County Sheriff's Office 16 years ago. He has worked in PAL for the last 8 years and has a passion for coaching. He serves in all aspects of our sports programs and takes pride in those straight lines on our football fields.
When Kermit is not on the field, he enjoys spending his time with his wife Carol, their children and grandchildren... and watching the Dallas Cowboys!
Joanne Hoover

BIO:
Proud St. Augustine Native, happily married, mother of 3. Joanne and her husband owned a small family operated business for 18 years before she joined PAL. Her passion for youth sports began when her own children started playing Pop Warner football in the early 2000’s. You can still find her coaching our sideline cheerleaders on Saturdays. As well as coaching our Regional and National Championship cheer teams October-December.
Ne'Darrius Parker

Ne'Darrius is a Palatka native, who has worked for the Sheriff's Office for four years. Before serving as a PAL Specialist, He worked in the Correctional Facility as a Corrections Deputy. Now he can be found working in all aspects of PAL; from coaching on the field, to giving out needed equipment, or cooking in the food truck. When Ne'Darrius is not working, he loves to travel and spend time with his family.
Cory Domel

As a former division 1 athlete, athletics have always been part of life. After graduating Western Illinois University with a degree in Recreation, Parks, and Tourism Administration. He began a career in college coaching/administration at College of Lake County(IL) a junior college he played for. Cory also coached collegiately at University of Maine. In 2008 he began coaching professional baseball, were he had a thirteen year career highlighted by eight playoff appearances, two league championships, and fourteen players reaching the big leagues before retiring in 2021. In his role with PAL, he will contribute to all aspects of programs as well as being the athletic administrator for tackle football. He hopes to use his experiences and passion to help the youth create meaningful life lessons and core values through competition. In his free time, Cory likes to spend his time outdoors golfing, fishing, kayaking or following his favorite sport college football. He was elected to the College of Lake County Hall of Fame in 2019
Ashley Scarbrough

Long time St Johns County resident, Ashley has coached for PAL for 3 years and youth cheer and tumbling for 24 years. Ashley has celebrated multiple successful seasons and national championship titles. Coaching is her biggest passion and loves bonding with her athletes. When she’s not coaching she loves the beach and being with her family and friends.
Rafael Fuentes

Deputy Rafael Fuentes started with the Sheriff’s Office in August 1999 and has two Bachelor Degrees from Columbia College. Deputy Fuentes has served as a PAL Deputy, Patrol Deputy, Bailiff, COPS Deputy, AICE Deputy, and as a Youth Resource Deputy. Deputy Fuentes retired from the US NAVY after serving 23 years as Master-at-Arms 1st Class Petty Officer. Deputy Fuentes has dedicated his life to our St. Johns County community by volunteering for the Special Olympics/Law Enforcement Torch Run, MS150 and Relay for Life. Deputy Fuentes enjoys spending time with his family and motivating our PAL kids.
